[Vwdiesel] speedo(not the swimsuit)

Does anyone know the difference between the clear(ish) and the red speedometer gear .The book doesn't specify, only that one is for gas and one for diesel.
  I recently replaced the cable and gear(was stripped because it wasn't sitting right).
  I have been told I'm driving 10 Km/hr below the speed limit, I haven't had this peticular VW very long, but always noticed people were always passing me.
  Mines a 91, with a 85 engine/tranny.
