Is this in a vanagon?  As you know, the oil pan is different in the vanagon.  
The 1.6 in a jetta/golf requires a different amount than it does in the stock 
diesel vanagon.  The difference is the pan.  I think 4-4.5 sounds just about 
right.  The vanagon is more sensitive to a level that is either too high or 
too low.  Too high blasts it out the valve cover breather.  My experience is 
that a level that is too low will result in oil pressure being sensitive to turbo 
speed/ boost.
