[Vwdiesel] smoke/stumbling on startup

Most likely the rings just haven't seated yet. It's normal for an
engine to have higher friction, lower compression, more oil use, and
more vibration/roughness during the break-in period. Drive it another
few hundred miles, without any long trips at sustained constant speed
and with a few short WOT pulls in a high gear followed by coasting to
put some load on the rings and then lubricate them. Then report back
and tell us if the problems still exist.
It does sound like retarded timing or bad glow plugs, frankly. Check
that all of the new plugs are actually working, that the relay is
matched to the plugs and is working properly (for instance, fast relay
with slow plugs will make for rough, smoky starts), and ask the
injector shop if the breaking pressures were set to exact spec. If
they are too high, it will have the effect of retarding the actual
injection timing (regardless of how the pump is set). Does it not want
to start at all if you try to cold-start it with the CS handle in? If
so, it's probably bad timing somehow. Or are you setting timing with
the CS out? A common screw-up that we've all done at some point (I
definitely have), and that would explain your problems. Check all that
and drive it some more, and let us know.
