I wouldn't be surprised David.
it doesn't take a heck of a lot of varnish to seal or not when the fluid 
is a runny as diesel.

I know last time the sulfur was lowered in fuel, there was a hue and cry 
about all the lubricating sulfur being removed, when it turned out that 
it wasn't the sulfur that was the good stuff at all.
There WAS a problem with the additive package locally.  There is a 
refinery in Regina that had some trouble with their fuel depositing 
internally to the fuel pump plungers,  which turned out to be a conflict 
with the different additives that were experimental in nature, the lower 
sulfur fuel being new at the time.
   It was supposed to be confined to local fuel only, and there were 
some pumps rebuilt by the refinery, but other than that, it's the only 
deal that doesn't have that urban myth thing going for it that I know 
of.  I have the data sheet here on it somewhere in the vast midden I 
call an office, but I have read it, and held it in my hands at some 
point in the past.  So, problems can and do occur, but from what was 
learned last time this went down, I would suspect that there is a great 
deal of care invested in it, now that you can spend five grand on an 
injection system   rebuild these days.
