Val,

I usually start with relaying the lights, as the wiring is the root of your 
problem. Then, you can use two switches if you want, one for the headlights, 
and one for the others. By relaying the lights, especially right at the 
lights, you transfer the load to the relays. The lights will also be 
brighter, especially the headlights. I've done this for years on quite a few 
VW's and Audi's.
