[Vwdiesel] speedo cluster issues

My 1986 cabrio (gasser) has several issues. the odom gear i glued at the rod end and it seems to work fine. I applied some grease at the spin points. I replaced a non working turn indicator bulb & for grins i installed
a cluster from a same year cabrio (that is in the process of recieving a td motor).  well, the fuel gauge disfunction that i thought was a sending unit issue in the tank as the car had sat for over a year,
works with the spare cluster inserted. so i review the orig cluster again with out any success.
Is the fuel gauge something that can be swapped out without jepordizing the clusters ribbon.
