[Vwdiesel] Anyone know how to use the VW210 TB tension gauge?

Although looking at the picture the sliding white mark looks like it's
already at about 15. Is this tool damaged? Looks like it should be at zero
when the tool is at rest.

Though I have NO experience with it! Just what it looks like to me. So take
that for what it's worth.... :)
