I had similar symptoms when the top gasket on the injector pump began
failure process. Rough and low idle (200+/- rpm) when started at 70
degrees. Not much like what you are experiencing but some place to look,
i.e. leaks.
My '97 Passat is still down for many more reasons I care to mention.
