[Vwdiesel] not a bad lifter, but timing was off on the 92 TD, all fixed now.

In answer to your Big Question, yes you should. It's not because the
readings get flawed from not turning over a full revolution, but if the
belt is just not seated perfectly, everything turns over fine, but then
when the teeth find a new home, timing goes off. If it was all perfect
the first time, it shouldn't be off that much from belt stretch- my
first guess would be that the crank sprocket wasn't fully mated with the
belt. It's easy to not have it on just perfect because of the small
sprocket.
Your procedure is good, just put "tension belt" in there between 2 and
3, and the pump sprocket locator pin should be in at that point too.
It's important to have the cam sprocket almost mated, and tighten the
belt tensioner to get the belt sitting where it needs to with the
references lined up- it gets the crank timed perfectly to the cam that way.
When I install a belt, I find it easier to start with the pump pinned,
so it can't turn from the pressure of the pstons sitting on the ramps.
At tdc, it wants to turn, so it's one less thing to fuss with.
