Well, you need fuel, focus on that until you have proven the system.

Fill fuel filter, fill top of injection pump through the stop solenoid, 
or the return line banjo, and crank away.   You could also loosen the 
fuel line coming to the filter housing, and blow compressed air in the 
fuel tank, have helper see if it comes out at the filter... then tighten 
when the fuel is up to the filter.
Don't smoke the starter, don't lose the little copper washers on the 
banjo connection.

Try that, when you have fuel coming from the injector lines, then you 
have something.  If it still doesn't start then, it's something else.

Just try to resolve one issue at a time or it's easy to get lost in the 
process...
