I spent some time about 8 months ago researching this issue.  I
had a hard time finding information on the topic from reputable
sources (as opposed to simply opinions on a forum).  However, after
doing some thorough searching, I did stumble across this document from
Chevron.  It was (and continues to be) the most authoritative thing
