If you are still trying to fix the blower issue.
   
  The thermal fuse usually opens if the fan was loaded too much(bearings, too much resistance on the fan,etc.)
  Because the higher speeds don't use that fuse they are ok.
  the fuse is the little missile/rocket looking thing on the little circuit board attaced near or on the fan assy behind the tray that's below the glove box.
