  They went to stretch bolts.  You need x amount of strength 
under y amount of load.  Most likely 11mm x 1.50 bolts won't 
meet those requirements but 12 x 1.75 does.  Vw doesn't tend 
to use oddball stuff or change things on a whim.
 If a supplier is usually looking for SAE bolts, 11mm ones WOULD 
be hard to find.  Try finding the 12pt bolts for the turbo to 
manifold that are about $40 each, dealer only.  I finally have a 
box full of suitable replacements for less if anybody needs one!
