Dave,
Although heating the hub will work, I would like to avoid heating the front bearings to the temperature needed to get the rotor loose. I would first try soaking all crevices around the hub and bolt holes with your favorite penetrating oil, and give it a few hard blows with a large hammer on the face of the rotor hat, toward the car. This will help break up the rust behind the rotor hat. Its also the safest way to hit it and prevent damage to you and the hub. This is assuming there is not a piece of the screw hindering the rotor from coming off.
If this does not work, escalate your efforts accordingly, with heat/fire as your last approach.

The brake lines rusted in two a while back. I have
got to the point where I am changing the rotors and
they are stuck on. There is no head on the screw
holding the rotor on. I haven't done much yet as I was
hoping somebody has had some experience they could
share on getting these old rotors off. I am thinking
I am going to have to drill out the old screw holding
it.
