the situation. And, I hope somebody else answers who has personal
experience with a diesel Chevy Luv. That said, please verify some
details....you are saying that with a good battery, the starter will not
turn the crank/spin over the engine.....ie, the engine is "frozen" and
physically locked up. Or, possibly you mean that the engine DOES CRANK
with the starter but does not fire and run. In that case, we have a
different situation than "has not cranked.".
I ask for this clarification because I see no obvious connection between
"...will not crank"
and
"...ran out of fuel while idling."
...................but remember, I don't know much about Chevy Luvs. There
may be an automatic cut-out that turns off the cranking system when it
senses zero fuel feed. I am not aware of such a system, but have no
personal experience with GM Luvs and their Izusu engines.

....................OK, assuming your vehicle still has clean oil in the
crankcase and a functioning cooling system, and no system that is
automatically cutting out the starter because the fuel is gone..... :
....................(1) verify that the vehicle has a fully charged battery
that spins over the engine with the starter.
....................(2) test the glow plug circuit and verify that each
glow plug is warming up as designed. If you have no way to electrically
test them, touch them with your fingers after a few tries, to see if they
are all warm.
....................(3) gravity feed clean diesel fuel into the injector
pump....if you can't see how to do that, take it to a mechanic.
....................(4) don't crank for more than 5 seconds at a time,
because the starter hot wire can melt if you do the 5 second thing often
enough (don't ask how I know this.)
