The one I had trouble with (also an 85 Jetta TD) is on the return line right where it goes into the fuel tank, it kinda looks like a miniture in line fuel filter with the center portion of it about 3/4" diameter - two short sections of hose are crimp-clamped to either end, with one end clamped to the blue plastic line and the other going to the return inlet on the tank pickup assembly; there's an access plate in the trunk that you remove to get to it.
