[Vwdiesel] still bad brakes

A problem developed fairly quickly over about a 2 week period on my 91 jetta turbo diesel when you step on the brakes it usually goes to the floor, if you pump it it'll work,if you hit it hard it will work, if you pumped it a few times it would be stiff (i'm assuming using up the vacume).It was getting rapidly worse.
  I replaced the vacume booster/master cylinder as a used assembly from a scrap car the same year, bled the brakes fully starting with the rear as indicated in the book, including keeping the the back asseblies level as to not activate the proportioning assy.
  The brakes were good for 1 week, now back to exactly the same symptom.
  There are no leaks and fluid level didn't go down ,last year I replaced the rear brake pistons, and this time while replacing the front brake pads ,I cleaned and relubricated the caliper bolts/sleeves as they were sticky causing uneven brake wear.
  Any ideas, the used master cylinder I put in may have the same problem, but what are the chances of that? I reconditioned the vacume pump a few months back, but that was for low vacume causing a symptom of hard brake pedal (like the engine was off), which can also be caused by low oil in the engine not giving the pump lubrication.
