[Vwdiesel] Starter won't

  If it's similar to the Dodge gear reduction starter I've worked on 
(haven't had one of these apart yet) there are contacts in there 
that fail and are sometimes replaceable (if you can find the right 
ones).  A spark with no pull though would tend to indicate the 
solenoid is pulling power but not pulling the plunger so it's 
either stuck as you speculate or shorted out internally.
