[Vwdiesel] Diesel injector pump questions.

  There's always the possibility that your rings aren't well seated 
after sitting while doing all the work. 
  If you have a bad injector or more they could be soaking the 
inside of the chamber and it's "afterburning."  
  I had a similar problem sometimes on my Rabbit and on top of 
the pump there are a couple little "fingers" under the return 
spring.  If I wired one of them to stay where it sits while in the 
idle position, it stopped the problem.  No clue just what or why 
but it did fix it.  This was also after having the pump rebuilt but 
it was doing it before as well.
  Generally if the fueling is turned up too high then the car doesn't 
want to return to idle quickly or will idle high for a bit before 
dropping.  It usually doesn't want to take off.
  Return line restriction might cause this as well.  It seems like the 
VW pump goes "up" in fueling or timing as the internal pressure 
rises.  GM pumps go down so a constant starve out is from a 
plugged return line.  Worth checking that one.
