[Vwdiesel] getting closer to 1.6td eco bliss

So, things are looking pretty good for the car.
Now that temps are cool, it is clear that #1 or #2 GP
is out, I have pulled and check the easy ones, 3 and
4, they are good, of course.
Motor runs rough with lots of smoke until down the
road a bit, then runs fine.
Cold this morning, but had my new block core heater on
for a few hours, started up with minor stumble and
smoke.
Checked both 50amp and 30amp fuse bars on fire wall,
both are good with anti-corrosion grease on screws.

Voltage on large red/white strip wire coming from fuse
panel to 30amp bar to GP is 10.3 volts, not 12.54
volts I get elsewhere.
** Is this an issue, I would think it should be 12
I could not get GP relay out of the plug on FW, I was
afraid it would break something, so that could be
source of low voltage.
Can anyone confirm I should have 12volts at wire
coming from 30amp fuse bar on FW?
