[Vwdiesel] '84 Quantum TD: water drains

Looked on the American KATE and no sign of a water separater on any
year/engine type for Quantum. Not on Jetta either which surprises me!
Only on mk2 Golfs. Just a water drain on fuel filter on bulkhead...
I vaguely remember seeing an 'upgrade' by Bosch that consisted of a water
level sensor built into the drain tap...
