As far as the engine not going past 3 K I don't know what to tell you. But when I was working in WY both my Rabbits smoked a lot (for low sulfur fuel) and once I returned to SD they only smoke when starting cold. There was also a power difference. If you are planning a trip with it to a lower elevation somewhere you could tell if it is just elevation sickness. I would say the timing is off a bit also since with the better air before you wouldn't have seen this as much but lack of air you tell more on timing problems. At the coal mine I worked at one of the mechanics said that for a diesel engine smoke this is what they tell. If black, to much fuel and not enough air, if blue, oil is getting burned, if white you are boiling the fuel some (like at cold start up the fuel boils more then it burns without glow plugs-hence white smoke or there is way to much fuel) or there is coolant that is burning (boiling). But if you have all your coolant that shouldn't be the problem. There was a loader at the mine that would have white smoke for a long time until really warm and it was a fuel injector problem putting to much fuel in at startup and it took a long time to clear out.
