  With white smoke it's not typical over fueling.  That would be
black smoke.  If it's not using oil then it's tight intake valves, 
timing being off (cam or pump) or a bad injector.  
  With total power being down I'd first make sure you don't have 
a yellow dot pump.  That'd put the timing off about the right 
ammount to cause the problems with one issue.  Otherwise I'd 
check the injectors.  It'd take probably a  couple of them being 
pretty bad or all of them shooting like really old ones to do it.  
Cam and lash could contribute but I seriously doubt they would 
affect effective compression enough to cause symptoms that bad.  
Clogged air filter maybe but that should leave a lot of black smoke 
most of the time.
  If the fuel filter is really clogged it might affect the timing enough 
to cause it.  It not only affects the amount of fuel getting to the 
engine but the internal pressure as well.  Also make sure the 
return to the tank line isn't clogged.  Not sure which way the 
pressures affect the pump's output.  A GM pump will choke down 
and die if the return is clogged, due to internal pressure changes.
