[Vwdiesel] Cold Start Lever?

I'm putting some new seals in my IP, and after I took off the cold start 
lever, I couldn't figure out whether or not the cam device should be pushing 
down on the spring with the lever pulled to the left (dash knob out), or 
whether it should be in the "relaxed" condition when the lever is pulled to 
the left (dash knob out).

Anyone know?
