Is the head on?
Take sump off.
Will it move neither way?
Slacken off each crank cap and then slowly retighten.
Find out which one is binding.
When putting in a new crank /bearings or cam, I always nip up/turn
/nipup/turn....
I've used fine cutting compound on the odd tight one. Including a cam that
was seized when I got it...
