  Depends.
  If you're having this happen on the highway then you need a 
new thermostat.  If you're just putting around town then you 
COULD need a thermostat but it's likely that you just aren't 
making enough heat to heat up the engine.  I've had just that 
happen.  I thought that my thermostat was stuck until I saw 
that the radiator was still encased in snow!
  You can cover about 95% with cardboard if it's cold and you're 
using your heater on full, or close, and watch your gauge.  If 
a cardboard helps much then you probably need a thermostat.
You shouldn't have much circulation going through the radiator 
if it's working properly.
