[Vwdiesel] low rad temp

I notice that in town and having my car pulled in (at least the 81 rabbit, the wife drives the 04 golf) that the 1000 watt heater has the engine about operating temp but if you use the heater much and are just putting around town the car will lower in engine temp and stay there unless putting it under a load (lots of stops and goes, hills, etc).
