Turned out to be the battery ground cable. Both ends were stiff with corrosion. I had to cut the battery end back about 7.5 cm to get to almost clean strands. Pix at http://www.pbase.com/kneale_brownson/image/98998452
The Engine end was clean after about 3 cm trimming.
Also discovered the ground clamp on the battery is all but toast. Does a new OEM clamp come with a complete new cable? Where would I source that for this 1994 Canadian diesel since the US sources all seem to skip over those model years when VW wasn't bringing its diesels to the US?

Make sure the battery terminals are tight. You're losing power
somewhere. Can you jumper the starter directly from the battery?
Does it kick over? (Make sure to have it out of gear!)
And to answer your question, yes, I lost the idiot lights. The ground
terminal on the battery had some corrosion and was loose at the time.
