Perhaps calling it a voltage regulator would be a better name, but basically it just makes 
a stable voltage for all the gauges, regardless of whether the alternator is charging or 
not.  So the part takes in a variable 12-14 volts and puts out steady 10 volts as I 
recall.  So that is the test, does the output voltage hold to 9.5 - 10.5 volts per the 
Bentley manual.
