Yes, I think that working gauges is a good indication of a functioning voltage stabilizer,
since it is what supplies a steady voltage to the gauges.
And why is that important? Most of the senders for the gauges are variable resistance
devices. Then a simple current meter is used for the gauge, by sending a constant
voltage through that varying resistance (in the sender) you get a varying current that
shows up as needle movement on the gauge. If that voltage were to vary up and down with
load on the alternator, you would see your gauges moving up and down with the changes in
the system voltage.
