  It's only a half a mm "wiggle" so nothing to worry about.  The 
spacer is to seal off the mismatch between the larger, center oil 
return hole in the 1.6 heads/blocks to the smaller center oil return 
hole in the 1.5 blocks.  '81 1.6 blocks/heads have the large oil 
return hole yet only 11mm bolts.
  If you don't seal that gap, oil will run out.  Jack Ewald has/had 
those spacers.
