[Vwdiesel] no turn signals 81 pickup

I want to second and third the recommendation to check that hazard
switch. I had some really bad contacts inside the switch and it
stopped things from working right. This was on a car that had been
sitting for a while. If I remember right the wires from the turn
signal actually go through the hazard switch and contacts there before
going down to the relay on the fuse panel. Took me a bit of studying
the system the first time I ran across a problem like this before I
found that connection.
