[Vwdiesel] charging issues

I check voltage before start up, immediatly after start up and after it has run for say 10 min. when i do this on a second 
vehical i get 14+ volts after start up. this makes sense. On the jetta I expect the alt to kick out 14+ after start up,I don't get more that pre start up (12+) battery voltage for the jetta. I don't think the jetta's battery is fully charged after start up and the alt has reduced it's charge as a result. this jetta has had a long history of charging issues, i thought when i found the starter to have a badly worn bearing this was going to change start up issues.
I have it wired from the alt to the battery, like many i have seen. with the engine running and the stator energized when i remove the cable to the battery
the connection does spark, when the cable is reattached it sparks and the engine slows and the alt squeeks alittle. the belt is snug, not over tightened or slipping. I am going to set up a second battery with ground and positive from the alt (on the jetta) and see what i get.
