As someone working in a semi-governmental environmental concern, I think 
the sad truth is that we need them both involved--government and private 
industry.  Industry has the initiative, government has the broad-based 
accountability.  Makes a heck of a mess but to paraphrase Churchill, 
it's the worst possible situation with the exception of every other 
possible one.    


I wouldn't, for example, mind if the US gov't wanted to encourage more 
efficient vehicles and dropped the priced of Diesel :)
