[Vwdiesel] Steering issues with Power Steering on 92 A2 Jetta, I had to even ask

The noise is most likely from the pressure relief valve. it is situated
on the pump on the pressure side line- the fitting the line attaches to
traps the spool and spring that make up the pressure relief valve. It
could very likely be stuck, maybe from a bit of grit or moisture or
something that got in there when not being used for 6 months. I would
pull the line, remove the fitting, and check for smooth sliding of the
piston in the bore of the PRV. If it gets stuck partially open, you
have low pressure, which translates into harder steering.
If that area gets whacked hard, by a rock or someone trying to tighten
the belt incorrectly with a hammer, the bore of the PRV gets bent. It
can be fixed by boring it straight if so.
Be sure it isn't just belt slip- the little belt has to be pretty tight.
