We have found that Plasma is great for Cast iron as a torch really sucks at that. It cuts like butter where as a torch has a lot of little pops and splatters everywhere. Also a Plasma is great for fast straight line cutting. But a torch is best to cut out a race as it heats the metals at a different pace so it cuts the thing being heated and not the thing the heated part is touching. As far as using a chisel, at Kiewit Mining they would fire you if they saw hardened metal on hardened metal as we have lost many good employies to the metal flying into there eyes or else where. We can't even use a hard metal hammer anymore. Just brass hammers. They still break pieces off but they don't go as deep or hard I guess. To get the race back in so you don't chip or scuff the race I would heat the race hub (not the race) and then cool the race with dry ice or at least in a freezer. Good luck.
