  Sort of.  They don't really "blow" since they're a ceramic, 
"slinger' or piston ring type of seal.  If the drain isn't free 
flowing then even new seals will puke oil into the turbo.  
They're only designed to stop oil from running in, not to hold 
back pressure.  Coking or plugged intakes is probably the cause 
of most seal failures.
