[Vwdiesel] Rebuilt IP / Engine Won't Start

Only when things are well adjusted and you need a little more power or a
little less smoke should one mess with the fuel screw. an eighth of a turn
on it is miles. A half turn to a turn from correct and the engine probably
either wouldn't have enough fuel to run or the other way it would be
producing clouds of black smoke. Is your idle adjustment screw set so ten
threads show in front of the boss? the idle adjustment screw messes with the
fuel delivery a whole lot. If you have the old pump or can get to someone's
1.6 N/A that is running good then you could set  your pump like that. 1.15
is way beyond turbo specs and might be a problem. something in the high
.80's would be more appropriate.
