[Vwdiesel] Rebuilt IP / Engine Won't Start

Brian,
I timed the pump at 1.15 initially, though I've tried back and forth a bit,
with no results.
The issue is definitely IP:
I just went down and tried adjusting the fuel screw, again, in and out. If
I back it out, the engine won't run at all. I completely removed the screw,
took out the washer in front of it, and then screwed it all the way in,
about 1/8" beyond original setting. The engine reved much higher, and for
the first time I could move the throttle without killing the engine.
HOWEVER, when I moved the throttle the engine slowed down.
What could be wrong inside so that moving the throttle CUTS off fuel supply?
This seems to be the issue?
