  First:  NEVER USE STARTING FLUID IF YOU HAVE AN OPERATING 
GLOW PLUG SYSTEM!!!!  Even so these things don't start as well 
as a tractor or something, on starting fluid.
  No, it's not possible for them to have assembled the pump 180 
off.  The pulley determines that.  You have two locating holes, 
the one that gives you a notch/groove straight up is the correct 
one.  When you put the belt on the pump, even when it's pinned, 
it'll usually be rotated about a half a tooth or so, off.  You have 
to rotate a little pressure back on the pump to get things on the 
correct cog with the belt.  
  To start you need fuel, air and compression.  If you have all of 
those, and you should other than if your air filter is somehow totally 
plugged, then the only issue left is timing.  
  You shouldn't have two timing marks, 180 apart on the flywheel.  
There should only be one mark that looks like a nicely oval shaped 
zero.  It sits midway between two rectangular bosses/lumps on 
the flywheel.  The bosses are 4 to 5 inches apart.   Be sure your 
timing advance knob is pushed all the way in and check the back 
of the pump to be sure the lever it operates is resting against its 
non-advanced stop.  Set the timing to 1mm and it should start.  
If not then you have some other problem like no fuel getting 
through, which can be checked by loosening an injector fitting 
just a bit.  You can also tell if it's getting fuel by white smoke 
coming out while cranking but not starting.   Otherwise you'd 
have to have low compression.
