I would be willing to bet that underneath carpet and/or headliners, you will find the mountings for 3-point belts. You might have to dig for them, but they're there. It does seem like the connector on the inside of the seat was attached to the seat itself (as opposed to the tunnel) but I wouldn't be surprised if there are even mounts on the tunnel.
They just stamped all those bodies out the same, it isn't like they said, "Well, this car is going to have the funny door seatbelts, so don't put the mounting point on it's B-pillar." Even bodies that were destined for different countries had stuff like that stamped on. (For example, my Corrado was a US car and had motorized belts. But, it had all the mounting points for the Euro style manual belts, everything went right in.)
At the most, you might have to weld a nut to attach the inboard connector (for an aftermarket belt kit) to the tunnel if it won't plug into a VW seat-mounted one.
