  From your description it sounds like it's outside the combustion 
chamber and doesn't protrude into the chamber area?  The biggest 
concern would be if it went into a water port or crossed the 
ring around the cylinder.
  If that's well then flat file it, don't sand.  You only want to knock 
off the high spots not anything else.  Sanding tends to take the 
whole area down but just the high spots more.  It'll make more 
of a mess than leaving it likely.  You could sand but only with a 
solid block thus a fie is quicker and more accurate.
