Did the system get opened up or drained all the way down for a long
period of time? If so then you may have an ambient pressure system
full of non compressible gasses along with your R-134a. If so the
system would need evacuated to a solid vacuum and refilled.
If not then see if you have a sight glass. Some are inline and some
are on the reciever/drier. Fill until the bubbles almost go away at
a slightly increased idle.
Of course you want to check your high and low side pressures to
be sure they maintain within specs for the given ambient temp while
doing so.
