  Could be something as simple as a little WD on the P-brake pivot on 
the brake caliper.  My IP started getting really notchy and sticky  
lately even though it's been less than a year since rebuild.  A little 
WD on the springs and it's happy.  Not a perfect solution but one I 
had time for!
