[Vwdiesel] Sticky parking brake

I'm pretty sure it's not that... the cabin brake lever is definitely all the
way down, and it only takes a tiny bit of pressure to move the wheel lever
all the way to the stop and it doesn't seem like there's any tension in the
cable. In fact the last few times I've checked it's been doing so all on
it's own.
