[Vwdiesel] 89' Jetta starting problem

I just recently, (about a week ago) got my Jetta, and it ran super. Started instantly, and ran smoothly, no issues at all. I can't say much for the power (1.6 N/A), but I then didn't expect it to be like my TDI. I had put about 90 miles on it since I got it as a back-up to my TDI, and yesterday it got a problem. I went to use it, it started instantly, but then within a second or two, the engine started revving up. I shut it off immediately, and it has refused to start since. Any ideas or does someone know what happened? One thing I'd like to add, and I have a feeling that this may actually be the culprit (I'm guessing), is that when I first saw the car in the shop that was selling it, they were working on the engine, and one of the things that I was told was being replaced was the ?fuel regulator?, or ?fuel relay?. I'm not sure if what he said, because at the time I hadn't decided if I wanted to buy it or not. If one of those two items makes sense to anyone out there, please share it with me, because I have the feeling that they may have used a rebuilt or junk yard part, and if indeed that is the case, it'll be replaced with a new one.
