Hey, nice to see a fellow diesel man on the east coast for once.
the 1.6na is the most simple motor ever.  No fuel relay or regulator but only a fuel injection pump.
So, if indeed the replace the injection pump with one off the shelf, that is done often.
What is odd is that the car ran fine for 90 miles.  It is not often that a fuel pump will increase the idle on its own like that, but possible.
So, if the garage that you got the car from is not going to help you with the car because it was bought "as is" then you will have to go back to the basics.

1. Timing, it is possible the timing belt has skipped a tooth because it was on a bit to loose or the belt tensioner has slipped?  One time for no reason at all my van 1.6na motor jumped a tooth while driving down the road, the garage it was towed to reset the timing and all was well?  Timing must be checked first.  Many threads on how to do this in the archives, but time consuming.
2. Fuel delivery, if timing is set properly, try to start it and crack the fuel lines to injectors lose to make sure fuel is dripping out while cranking.
3. Power to the solenoid, no fuel will pass unless you have 12V to the fuel shut-off solenoid on the top of the back of the injection pump.

Sorry to hear about the problems so soon after purchasing the car.

I just recently, (about a week ago) got my Jetta, and it ran super.  Started instantly, and ran smoothly, no issues at all.  I can't say much for the power (1.6 N/A), but I then didn't expect it to be like my TDI.  I had put about 90 miles on it since I got it as a back-up to my TDI, and yesterday it got a problem.  I went to use it, it started instantly, but then within a second or two, the engine started revving up.  I shut it off immediately, and it has refused to start since.  Any ideas or does someone know what happened?  One thing I'd like to add, and I have a feeling that this may actually be the culprit (I'm guessing), is that when I first saw the car in the shop that was selling it, they were working on the engine, and one of the things that I was told was being replaced was the ?fuel regulator?, or ?fuel relay?.  I'm not sure if what he said, because at the time I hadn't decided if I wanted to buy it or not.  If one of those two items
 makes sense to anyone out there, please share it with me, because I have the feeling that they may have used a rebuilt or junk yard part, and if indeed that is the case, it'll be replaced with a new one.
