[Vwdiesel] 89' Jetta starting problem

  For the speed to increase it takes more fuel (or oil) regardless of 
timing or settings.  

  First I'd call the shop you got it from and ask what they replaced 
and what the problem was.  See if it's the same.  Not starting could 
be related or not, don't assume they're related even though they 
probably are.
  Using a test light or meter, check that the glow plugs are working.  
Check your air filter, pull the return line off the pump and see if you 
get fuel flow while cranking the engine.  
  If the fuel return line is plugged it CAN mess with the fueling and 
possibly cause the fuel to increase (a 6.2 will decrease).  Oil getting 
in the intake will do it and could be from a stuck ring or such.  
  Ask, check a couple things and maybe an attempt at pulling it to 
start might be in order.
