Sounds to me like you might have the timing off by 180 degrees. I did
that once and it took me quite a while to find it, since the pump to
the crank was still correct, and the stupid thing still ran, but the
pump was 180 off from the camshaft. I never thought that it would run
when it was *that* far off.

Did the same thing, lots of smoking, didn't really want to start, and
I could actually make it drive if I kept the idle up a bit, but there
was no power.

So just make sure that the notch on the back of the injection pump
gear matches up and the slot on the back of the camshaft is offset
towards the top at TDC together. If that's already the case then back
to the drawing board, but it really sounds like that could be it.
