Possibly only on turbo's? Both my A2 TD's have them
A lot of air being pumped (sucked) past the breather junction, lowered
pressure, lowered temperature,
It's there to prevent ice build-up from water vapour from the crankcase at
certain ambient temperatures, which could block the breather. (bad news).
I think it is powered from the X relay, but it is a very low wattage heater,
somewhat the same as the windshield washer nozzels.
It is powered as long as the engine is running (and alternator is charging)
